‘DISPARATE ACCESS’: Fewer than half of eligible children participate in Head Start, less than one in six receive child care subsidies funded through the Child Care and Development Block Grant and fewer than 5 percent of eligible infants and toddlers participate in Early Head Start. That’s according to a new brief out today from the Center for Law and Social Policy. The brief analyzes data reported to HHS by Head Start programs and state child care agencies. The low levels of access—particularly among Latino and Hispanic children—are due to a gap between current investment and need, the brief says.
