CLASP is committed to making WIOA work. That’s why we’ve developed short, action-focused memos outlining how states, local areas, advocates, and service providers can leverage opportunities to serve low-income youth and adults through state and local plans, policies and guidance, and budget choices.
Many public policies systematically introduce, reinforce, or exacerbate disparate outcomes for low-income people of color. Thoughtful data analysis can support policy development, implementation, and evaluation that minimizes unintended consequences and fosters more equitable outcomes. CLASP conducts analysis of national, state, and local data to accurately document racial disparities and disparate policy impacts by race to inform our policy recommendations and advocacy.
