CLASP comments to California on WIOA Performance Guidance

On June 27, 2018, the state of California’s Employment Development Department and the California Workforce Development Board released draft Performance Guidance for the Workforce Innovation and Opportunity Act (WIOA) Title I and III Programs (WSDD-185). In our comments, CLASP focuses on the WIOA performance indicator “measurable skill gain,” which is an important interim progress measure that provides programs incentives to serve low-income people and people of color who may take more than a program year to obtain a different employment or credential performance indicator. We applaud California for their efforts to clearly and simply explain measurable skill gains to their local areas and front line staff.
