Making Pre-Kindergarten Work For Low-income Working Families

This paper—written by Rachel Schumacher, Katie Hamm, and Danielle Ewen—draws on data from CLASP’s national study of state pre-kindergarten programs that are delivered in community-based early care and education settings. At the conclusion of the study period in November 2004, 29 states were operating a pre-kindergarten program using a mixed-delivery model. Data were collected from in-depth reviews of state web sites, legislative history, published documents, and interviews with state pre-kindergarten administrators (using a survey protocol that we developed).

This paper focuses on a subset of the survey that asked about policies to support lowincome working families.
