Final Regulations for Workforce Innovation and Opportunity Act Released

On June 30, 2016, the U.S. Departments of Labor (DOL) and Education (ED) released final regulations to implement the Workforce Innovation and Opportunity Act (WIOA). The final regulations, which are available on the DOL and ED websites, mark an important milestone in WIOA implementation. The publication of these Final Rules follows the release of five draft Notices of Proposed Rulemaking (NPRMs) in April 2015.  

In June 2015, CLASP submitted formal comments to DOL and ED with our suggestions for amendments to the draft regulations to support strategies for improving training and other services for low-income youth and adults. Our subsequent series of “Opportunities for Action” memos provided recommendations for state and local plans and policies to fully implement key options in the law that can be used to better serve America’s most vulnerable workers.
