Senior Manager | Finance and Administration

The Center for Law and Social Policy (CLASP)—founded over 50 years ago in Washington, D.C.—is a nonpartisan, nonprofit anti-poverty organization advancing federal, state, and local policy solutions for low-income people. We view all of our work through a racial equity lens, addressing the barriers people face because of race, ethnicity, and immigration status. Low-income people are under greater threat than at any time in CLASP’s history, making our work more urgent than ever—and the demand for our work has become even more intense at this moment of the public health and economic crisis resulting from the COVID-19 pandemic. 

CLASP seeks an entrepreneurial, high energy, solutions-oriented senior finance and administration manager. The right candidate will provide crucial operational leadership and implementation skills to support a mission-driven organization of about 45 total staff to address urgent threats to people with low incomes, including immigrants and people of color, while also working to advance a positive vision.

Under the leadership of the Chief Operating Officer (COO), the senior finance and administration manager supervises a small team responsible for the day-to-day financial and administrative management of the organization. The senior manager will work with the COO and other senior members of the internal operations team to identify organizational needs, develop policies and procedures that reflect our culture, and lead the implementation of organization-wide systems. The ideal candidate will also build strong relationships with CLASP’s Leadership Team and policy staff as well as key external partners such as the external audit team, outsourced accounting firm and IT consultant. The ideal candidate will bring substantial practical knowledge and experience, along with being a self-starter, an independent thinker, resourceful, and eager to learn.

The senior finance and administration manager will report to the COO and will supervise the finance and administration associate and the program assistant. Key colleagues and partners also reporting to the COO include the Senior Human Resources Manager, Director of Racial Equity, and the Director of Development.

This is a full-time position located in Washington, D.C.

RESPONSIBILITIES

Financial Management (70%)

  • Oversee and take final responsibility for the quality and content of all financial data, reporting, and audit and federal tax return coordination in conjunction with an outside accounting consultant for the organization. 
  • Translate financial concepts to other management members and effectively collaborate with program colleagues who may not have finance backgrounds.
  • Oversee organizational and departmental budgeting, financial forecasting, cash flow, coordination of audit activities, IRS 990, and accounts payable and receivable.
  • Prepare and/or assist the development and policy team staff in preparing budgets for new programs, proposals, grant reporting, and contracts in conjunction with the finance and administration associate.
  • Ensure compliance with federal, state, and local legal requirements, including timely filing of all financial and other reporting.
  • Oversee banking and investments, financial statements and review.
  • Manage relationships with outside accountant and audit firms.
  • Oversee accounts receivables and accounts payable (including invoicing) using accounting software Intact and bill.com and travel/meeting expense management using Tallie.

Administration (30%)

  • Ensure CLASP has excellent standard operating policies that reflect the organization’s culture, including operational and financial policies that are accurately documented, routinely updated to reflect best practices, and implemented throughout the organization.
  • Oversee processes to maintain all business licenses, insurance and corporate reporting, and organizational files.
  • Manage relationships with information technology consultant and other general office personnel to ensure smooth operation.
  • Manage payroll through Paylocity system, to include ensuring accurate and timely timesheet and expense reporting.
  • Oversee benefits (in collaboration with the Sr Human Resource Manager) including selection, enrollment, and tracking

QUALIFICATIONS

  • Demonstrated commitment to improving the circumstances of people who are vulnerable and have low incomes, along with immigrants and communities of color.
  • Effective implementer and comfortable in the environment of a small- to mid-sized nonprofit, where everyone takes on multiple roles and responsibilities, including strategy and implementation.
  • Bachelor’s in finance, accounting, or business administration (ideally with MBA/CPA or related certification).
  • At least 7 years of relevant experience in role(s) with progressively increasing experience; ideally 5+ years of leading an operations/ administration team and/or finance team
  • Experience providing broad financial and operations management at nonprofit organizations with budgets over $5 million.
  • Strong attention to detail, accuracy, 
  • Capacity to work back and forth between detail and the big picture, see both the forest and the trees, particularly in the finance context.
  • Flexibility, including ability to handle multiple priorities with overlapping deadlines. 
  • Able to work collaboratively and collegially in a team environment.
  • Technologically savvy, with examples of having worked with IT consultant/staff. 
  • Demonstrated capacity to manage and mentor staff and develop systems.
  • Knowledge or experience in accounting, FMLA, and human resources to include managing payroll is also a plus.
