“Christian Collins — a policy analyst with The Center for Law and Social Policy, a Washington, D.C.-based anti-poverty advocacy organization — said the vast majority of federal education spending is mandated by law, so pulling funding would require an act of Congress. But the threat of lost funding alone has created a mixed-bag of compliance, Collins said.

“The (Trump) administration is relying on the threat of (colleges) not being able to survive in the short-term without (federal funding),” he said.”
