Elizabeth Lower-Basch of the Center for Law and Social Policy offered a number of possibilities as to why health coverage may be down in an email to the Caller, including “confusion about whether the ACA was continuing due to the very public fight over it” and “increased cost of insurance due to uncertainty about the cost sharing reductions.”
