Policy Analyst, Job Quality Team
Founded 50 years ago in Washington, D.C., The Center for Law and Social Policy (CLASP) is a national nonprofit organization that develops and advocates for federal, state, and local policy to improve the lives of low-income people. We view all our work through a racial-equity lens, addressing the barriers people face because of race, ethnicity, and immigration status. Within our broad anti-poverty mission, CLASP is organized around six policy teams: Child Care and Early Education, Youth Policy, Postsecondary Education and Workforce Development, Income and Work Supports, Immigration and Immigrant Families, and Job Quality. Over the past several years, we have integrated our work more extensively across teams, providing depth on crosscutting issues such as criminal justice reform and mental health. CLASP works across all levels of government. Our federal policy work is informed by our technical assistance to states and local areas/institutions. And our ability to provide technical assistance is enhanced by our knowledge of federal policy.
CLASP and the Job Quality Team seeks a Policy Analyst to work with a team of policy experts and advocates who advocate for better jobs at the local, state, and federal level for workers, specifically low-wage workers and workers of color. The team’s work focuses on paid family and medical leave, fair job schedules, and paid sick days. Federal bills have been introduced in all these areas; however, no national laws currently establish such labor standards. In contrast, at the state and local levels, there is considerable momentum in these areas, with states and localities enacting dozens of new laws in recent years. The team is also exploring the changing nature of low-wage work and how labor standards and other social protections need to be improved to better protect workers in a changing economy. The team does research and policy analysis; advocates at all levels of government; provides technical assistance to state and local advocates and government officials; hosts convenings and meetings to share lessons and information, and engage in further inquiry on issues; and develops materials for advocacy, policy implementation and/or improvement. A successful candidate will play an essential role in this important advocacy agenda, supporting a small team of highly regarded experts to provide policy analysis and data, undertake advocacy at both state and federal levels, and brief and convene thought leaders and decision-makers to fuel the movement. Examples of team activities include public forums, testimony, and presentations to inform the debate at the national and state/local levels; commentaries; briefings; and technical assistance to government officials, legislators, advocates, and others.
A successful candidate will also have a passion for CLASP’s anti-poverty and racial equity agenda, strong written and oral communication skills, demonstrated capacity to balance priorities in a high-intensity, mission-driven environment, and be detail oriented with strong organizational skills. Working closely with senior members of the team, the Policy Analyst will gain experience with a well-respected and credible nonprofit in all aspects of policy advocacy, including national legislative and executive branch advocacy, work with state and local governments, research and writing, and coalition activities.
The Policy Analyst will work closely with the Job Quality Team to advance policies that improve the lives and jobs of low-wage workers.
Duties will include but are not limited to the following work:
- Serve as the team lead for our technical assistance work with state and local agencies and with state and local advocates, including worker centers, unions and community-based organizations.
- Monitor and analyze federal, state, and local legislative and regulatory developments that increase access to paid family and medical leave;
- Develop knowledge of a range of job quality/work-family/labor standards or related policies and practices, with deep and recognized expertise in one or more issue areas, preferably paid leave, fair scheduling, and/or labor standards enforcement.;
- Collaborate with team members and advocacy partners to develop policy advocacy strategies that promote racial equity for people with low incomes, youth and adults of color, immigrant youth and adults, and justice-impacted individuals;
- Provide policy analysis and technical assistance on substantive issues to a wide variety of audiences through policy recommendations, presentations, on-site assistance, publications, commentaries, written materials, e-mails, and teleconferences;
- Speak to a wide variety of audiences, including national, state, and local policymakers and practitioners on substantive areas of work;
- Support policy convenings, roundtables, meetings, and webinars with key stakeholders and advocacy partners;
- Write high-quality reports, fact sheets, issue briefs, and commentaries across areas of work;
- Provide research support to the director and senior policy analyst; and
- Build and maintain relationships with diverse partners.
- Bachelor’s degree is required with a minimum of 2 years’ work-related experience or a master’s or other advanced degree.
- Commitment to improving the circumstances of people with low incomes, people of color, immigrants, and workers.
- Strong research, analytical, and written and oral communication skills.
- Ability to synthesize and persuasively, creatively communicate ideas to influence diverse audiences.
- Strong policy analysis skills, including the capacity to understand complex legislative and regulatory provisions, assess the political and budgetary context, and use data to assess the strengths and weaknesses of policy options.
- Experience working with diverse groups/populations.
- Strong quantitative skills are preferred but not required.
- Demonstrated capacity to set priorities; work on multiple detail-oriented tasks, often on a time-sensitive basis; and work effectively both individually and as part of a team.
- Candidate must be based in Washington, D.C.
Salary range: $62,000 – $94,000
