Policy Analyst | Income and Work Supports
The Center for Law and Social Policy (CLASP)—founded more than 50 years ago in Washington, D.C.—is a nonpartisan, nonprofit anti-poverty organization advancing federal, state, and local policy solutions for people with low incomes. We view all our work through a racial equity lens, addressing the barriers people face because of race, ethnicity, and immigration status. CLASP works across all levels of government. Our federal policy work is informed by our technical assistance to states and local areas/institutions, and vice versa.
Within our broad anti-poverty mission, CLASP is organized around five policy teams: Child Care and Early Education; Youth Policy; Education, Labor, and Worker Justice; Income and Work Supports; and Immigration and Immigrant Families. Over the past several years, we have integrated our work more extensively across teams, providing depth on crosscutting issues such as criminal justice reform and mental health.
The CLASP Income and Work Supports team is looking for a policy analyst to join us as we respond to the twin health care and economic crises caused by the COVID-19 pandemic while also advancing a positive vision of economic security grounded in the expertise and insights of people with low incomes.
The Income and Work Supports team brings together half a dozen talented advocates, from right out of college to many decades of experience in the field. The team advocates for greater political will, better policies, and more investment in programs that both stabilize people experiencing sudden financial hardships and supplement the wages and benefits employers offer to under-paid workers. Our work covers Temporary Assistance for Needy Families (TANF), the Supplemental Nutrition Assistance Program (SNAP), the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC), Medicaid, and may include additional programs such as housing, Child Support Enforcement, or disability benefits depending on the opportunities to make a difference in the lives of people with low incomes, people of color, and immigrants and their families. When we invest in these core programs that help people meet their basic needs, we are supporting work, strengthening families, and promoting economic mobility.
We think about these programs both individually and as they interact with each other and with the realities of work that pays low wages. We promote policies and practices that connect people with the full package of benefits for which they are eligible while also minimizing the administrative burden placed on recipients. Because income and work supports include a wide breadth of programs, we have to be strategic about where we can have the greatest impact. In partnership with CLASP’s Education, Labor, and Worker Justice team, we bring a particular expertise in the employment and training programs offered through TANF and SNAP and their interaction with other workforce programs, as well as opportunities for income and work support programs to support postsecondary success for students with low incomes.
Our work is always directed toward getting results: both short-term policy improvements and longer-run bold ideas that structurally change the way policymakers, thought leaders, peer organizations, and the public approach the issues. As a team, we recognize that the programs we
champion can only achieve their true goal of eliminating poverty if people with low incomes who are directly impacted by public benefits programs—whether through participation or discriminatory exclusion—are at the forefront of designing, implementing, and evaluating these programs.

SUPERVISOR: Elizabeth Lower-Basch, Director of Income and Work Supports
The Policy Analyst will support the team’s effective advocacy and technical assistance. Specific responsibilities may include, but are not limited to:
- Staying up to date on federal legislative and administrative activity, including analyzing proposed legislative language, participating in advocacy campaigns and coalitions, submitting comments on behalf of CLASP regarding draft regulations, and explaining laws and rules to the field.
- Building relationships, partnerships, and collaborations with legislators, policymakers, national partners, and other organizations advancing similar policy issues.
- Building relationships and deeply engaging with health, anti-hunger, and anti-poverty advocates in states to inform opportunities with CLASP's policy solutions and provide technical assistance on state options within the federal framework.
- Writing and speaking to diverse audiences (federal and state leaders, as well as opinion shapers) about key ideas and lessons through papers, briefings, commentaries, convenings, presentations, and web content.
- Monitoring and synthesizing information from informed sources about income and work support programs, including data, academic and community-based research, and the lived experiences of individuals interacting with the programs.
All CLASP staff actively incorporate an anti-poverty, racial-equity lens into all national, state, and local policy work; research and written products; technical assistance; advocacy strategies; and partnerships with key stakeholders.
We expect the policy analyst to participate actively in the Income and Work Supports team, as both a learner and a mentor. We also encourage staff to work closely with colleagues on other CLASP teams to seize opportunities for change that cut across programs and to strengthen the internal capacity of the organization, such as our racial equity framework and data analysis work.
The successful candidate will have a passion for driving change on behalf of people with low incomes and the commitment, skills, and experience to work with an extraordinary team to make that change happen.
- Demonstrated commitment to CLASP’s mission of reducing poverty and improving the lives of people with low incomes.
- Commitment to understanding the structural implications of income, racial, and ethnic inequities on communities, families, and individuals and to promoting equity through policymaking.
- Demonstrated capacity to set priorities; work on multiple complex and detail-oriented projects, often on a time-sensitive basis; and operate effectively both individually and as part of a team.
- Ability to flexibly apply existing skills and knowledge to new content areas, tasks, or projects— and to do so with increasing independence.
- Strong policy analysis skills, including the capacity to understand complex legislative and regulatory provisions, as well as assess the political and budgetary context and policy options.
- Outstanding written and oral communication skills with the ability to synthesize policy priorities effectively, persuasively, and creatively for policymakers, advocates, and the general public.
- Knowledge in the following policy areas desired: poverty, racial equity, income, and work support programs. This knowledge or experience can be acquired through volunteer or paid work, personal experience of poverty or as a recipient of benefits programs, or academic study.
- Research skills are a plus, but not required. This could include community-based participatory research and /or experience with quantitative analysis using software such as Stata or R.
- Bachelor’s degree and a minimum of 2 years of related experience or a master’s or other advanced degree.
- Strong qualitative and quantitative research skills and ability to analyze large data sets.
- Ability and willingness to travel occasionally when it is safe to do so (estimated at no more than 10% of the time).
- Candidate must be based in Washington, D.C.
Salary Range: $62,000 – $83,000
Salary is commensurate with experience.
