Some of the reauthorization debate has focused on whether to expand state control over the program--but a better question is,  How can Congress raise Head Start's quality and availability? The answer: increase the resources to local programs, improve teacher education standards, boost federal accountability, and support collaboration among states, federal agencies, and Head Start grantees.
