Child Care Assistance

State profiles show child care spending from the Child Care and Development Block Grant (CCDBG) and Temporary Assistance for Needy Families (TANF) funds, as well as details on CCDBG participation by state. Profiles are available for all 50 states, and the District of Columbia, for FY 2005 and FY 2006, as well as preliminary participation data for FY 2007. We will update 2007 profiles when expenditure data are available. See Notes on CLASP Calculations for further information on our methodology for aggregating child care spending. Community-Based Pre-K

In 2004, CLASP surveyed states with mixed-delivery pre-kindergarten programs to understand the policy choices, opportunities, and challenges of including community-based child care providers in their pre-k programs. For more information, please see All Together Now: State Experiences in using Community-Based Child Care to Provide Pre-Kindergarten, a report with national findings, and the accompanying policy brief that summarizes the findings.

State pages detail 28 states’ responses to the CLASP survey on the state policies used to integrate pre-kindergarten into community-based child care settings. The data reflect state pre-k programs as of 2004, when the survey was administered. For additional data on program budgets and the number of children served, please see The State of Preschool: 2004 State Preschool Yearbook. The National Institute for Early Education Research (NIEER) compiles the yearbook annually.

Head Start Program Data

State profiles show Head Start Program Information Report (PIR) data for 2005 and 2006, which all programs are required to report to the federal government on an annual basis. Data on all 50 states, and the District of Columbia, include information on programs, participants, families, and staff for all Head Start programs in each state, including preschool, Early Head Start, American Indian and Alaskan Native, and Migrant Head Start. Infant/Toddler Initiatives

State pages provide in-depth descriptions of the state initiatives highlighted in CLASP's report Starting Off Right: Promoting Child Development from Birth in State Early Care and Education Initiatives. This project provides illustrative state examples of specific policies to promote child development birth to 3, as well as ideas for state funding and governance structures that provide attention and resources for all children birth to age 5.  The Executive Summary and Additional Project Resources are also available.

State Early Head Start Initiatives 2007

In 2007, CLASP and ZERO TO THREE surveyed 20 states who were taking actions to build on Early Head Start. For more information, please see the report Building on the Promise: State Initiatives to Expand Access to Early Head Start for Young Children and Their Families. The Executive Summary is also available.

State profiles describe State Early Head Start initiatives in the 10 states that CLASP and ZERO TO THREE interviewed in depth: Iowa, Illinois, Kansas, Maine, Maryland, Minnesota, Missouri, Nebraska, Oklahoma, and Vermont. The profiles include data on the approaches used to build on Early Head Start, the state program, funding and supports, governance and coordination, and monitoring and evaluation.
