Reading by third grade significantly increases the rate of high school completion

83 percent of low-income 4th grade students scored below proficient on the National Assessment of Educational Progress reading test in 2009 and 49 percent scored below basic on the test. Failure to read proficiently is linked to higher dropout rates later.
