        <description>Shifting Gears is a multi-year, multi-million dollar state policy initiative designed to promote regional economic growth by improving the education and skills training of the workforce in six Midwestern states - Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin.  Launched in 2006, the initiative is helping these states implement systemic changes to institutionalize innovation in adult education, workforce development and postsecondary education programs.  The states are strengthening the connections between the various programs to create pathways to college and career success for low-income working adults.</description>

        <title>Increasing Opportunity through the American Graduation Initiative</title>

        <description>Over the summer, President Barack Obama announced the American Graduation Initiative, whose goal is to increase the number of Americans with community college degrees and certificates by 5 million by 2020.  The initiative, as fleshed out by the administration and The Student Aid and Fiscal Responsibility Act (HR 3221), will provide community college and states billions of dollars to retool their programs and shift policies to meet the president's goals.  Funding will be available to support innovations such as the development of bridge programs into college coursework, career pathways, improved remediation and adult education coursework, stronger supportive services, and tighter connections between business needs and college offerings.  Programs will be expected to meet benchmarks and contribute to closing the achievement gap.  The Senate is currently considering the legislation.  This legislation includes several pieces of CLASP's postsecondary agenda.   More low-income adults and older youth can access and succeed in postsecondary education and training if this legislation is passed.</description>
