A Vision for Children in America That Everyone Should Get Behind

Recently, the Washington Post reported a moving and important story of homeless families seeking assistance. These families, in search of housing assistance, are being turned away because there are no beds. They are also being warned that they may be reported to Child and Family Services for possible investigation of child maltreatment if they don't find a safe place to spend the night. Those quoted in the story, from the Director of Human Services to local legal service providers to housing advocates, all agree this is not the best way to keep children safe. In fact, the best way to help most children is to help their families, not remove them from those families - even when those families are struggling.

Misguided Bill Would Eliminate Critical Child Welfare Funding

Tomorrow, the House Ways and Means Committee will consider a bill to eliminate the Social Service Block Grant (SSBG). This $1.7 billion flexible funding stream helps states provide a range of critical services to some of our nationaEUR(TM)s most vulnerable individuals, and is often used by states to fill gaps left by federal programs.

Hasty Policy Response Risks More Harm Than Good

Tragic events such as the widely known child sex abuse case in Pennsylvania and the allegations against a Syracuse University assistant coach make headlines and rightly stoke community outrage. They also bring more attention to child welfare and help create public dialogue around protecting children and ensuring they have safe, nurturing environments in which to grow up and fulfill all the potential with which they came into this world. We can gain insight from the events, make important policy changes and try to prevent a similar tragedy from occurring again.

House Budget Plan Would Have More Kids Sliding Into the Child Welfare System

Last week, House Budget Committee Chairman Paul Ryan laid out the House's plan for spending in Fiscal Year 2012 - calling it a "Path to Prosperity" and "Restoring America's Promise." He speaks of a choice between two futures, but the choices he proposes are the wrong ones if he wants to keep the nation's commitment to our most vulnerable children, to restore America's promise and provide them with a pathway to prosperity.

ItaEUR(TM)s Time to Realign Child Welfare Financing Structure to Support the Outcomes We Want for Children and Families

Supplemental testimony on comprehensive child welfare financing reform submitted to the U.S. House Ways and Means Subcommittee on Income Security and Family Support. CLASP argues that the broad components of comprehensive financing reform should include: expanding Title IV-E funds to support the full continuum of services needed by children who have experienced or are at risk of experiencing child abuse and neglect; increasing support to enhance the child welfare workforce; and, increasing accountability - both fiscal accountability and accountability for the outcomes children and families experience.

Children and Families Need More than Child Welfare Waivers aEUR" Comprehensive Financing Reform is Necessary

The current child welfare system lacks the capacity to address the needs of children who are abused or neglected, and the vast majority of federal resources to address these needs are available only after a child is removed from his or her home. CLASP firmly believes we can reduce the need for foster care and improve outcomes for children and their families by investing in appropriate prevention, early intervention and treatment services. To improve the outcomes of vulnerable children and their families, comprehensive financing reform is needed.

Poverty and socioeconomic status are consistently the best predictors of child abuse and neglect. In addition, those who experience abuse and neglect as children are much more likely to experience a host of lifelong challenges, including poverty, in their adulthoods.

PresidentaEUR(TM)s Budget Calls for Key Investments in our Most Vulnerable Children and Families

Our nation's children will be safe and well cared for only when we invest in a continuum of services including: prevention and early intervention services that help prevent child abuse and neglect whenever possible; effective treatment services for children who experience maltreatment and their families; and aftercare services that support children and their families once a crisis is stabilized so that further abuse and neglect do not occur. President Obama's 2011 budget takes a number of positive steps towards supporting this continuum, but The Administration and the Congress must take additional steps to make up for years of underinvestment in critical services for our nation's most vulnerable children.
