State Initiatives to Expand Access to Early Head Start

In September 2012, CLASP, together with ZERO TO THREE (ZTT), released Expanding Access to Early Head Start: State Initiatives for Infants and Toddlers at Risk. The report highlighted how states are using innovative funding, policies, and partnerships to expand the critically important EHS program and better meet the needs of more low-income children and families. Through interviews with state administrators, CLASP and ZTT identified 23 states with state-EHS and have developed in-depth state profiles describing 9 of these initiatives across 8 states. Use our interactive map below to learn how states are expanding EHS and helping young children and families.
