Workforce Investment Act (WIA) Adult and Youth Provisions

The Workforce Investment Act of 1998 (P.L. 105-220) authorizes  federal  employment and training programs for adults, disadvantaged youth and dislocated workers  (Title I), adult education and literacy programs (Title II, the Adult Education and Family Literacy Act),  and vocational rehabilitation programs (Title IV). The act requires related programs, including employment services authorized under the Wagner- Peyser Act, to become part of an integrated one-stop workforce delivery system.

CLASP advocates for policy changes in WIA Title I to help low-income individuals and low-wage workers build the skills necessary to succeed in the labor market and to ensure that employers have access to the qualified workers they need to retain and create good jobs.  We provide policymakers and state advocates with analysis of the opportunities available within the federal policy framework. 

CLASP priorities for WIA adult programs are to focus workforce investment programs on developing education and training pathways from low-wage to high-skilled jobs as well as implementing holistic programs such as transitional jobs programs that help individuals address barriers to employment and get connected to jobs.

CLASP priorities for WIA youth programs are to ensure greater targeting of resources and more comprehensive services for out-of-school and high-risk youth and to strengthen the strategic role of youth councils. We also advocate to re-activate Youth Opportunity Grants or similar vehicles directed at high poverty communities to connect multiple systems, funding streams, and community resources to improve education and labor market outcomes for youth.
